Attached is what the second line looks like in our viewer with a value of
15%. The reference image looks like it uses a value of around 25%.

Forrest, your analysis looks correct to me.  Do you think the text size 
displayed in the PNG is correct if the value were "15%"?  (I don't what to 
use as a reference implementation to check this.)

Others -- do you agree?  (Especially implementors DL,BB,UL.)
