Since this is a 2.0 test, I think first priority is that we have 
confirmed:  the test is incorrect, and your understanding of the test is 
correct, and you should carry that into your present implementation 
work.  We can issue a correction to the 2.0 test, and put that corrected 
version in the present test suite.

The test itself does have an error, as follows:

-- text size in the CGM is 12.77mm (NVDC)
-- XCF contains:  text-size="15"
-- that means NVDC, since there is no percent sign
-- that should cause the text to grow by a factor of 15/12.77 (about 1.13x)
-- the reference PNG shows shrinkage to about 0.25x

I like the reference image, because it makes the size-adjusted text align 
with a reference line.

So to fix the test, I would propose to change the XCF, so that the present 
PNG with its nice reference-line characteristic is correct.

Thoughts?  (Anyone!)
