In many organizations, members who do not respond to an email vote
are counted as "not present".   An email response of "abstain" is 
counted as present for quorum calculations, but the abstain vote,
once quorum is met in the responses, is not counted and the
majority of returned non abstain votes are required to pass the motion.

Is this not the same at OASIS TCs.
