New Version of xCIL now available (Version 1.1)

Hi CIQ members,

A new version of xCIL (Version 1.1) has now been placed
in http://www.oasis-open.org/committees/ciq. This version
is a complete re-structuring of V1.0 of xCIL. Many commonly
used elements have been grouped together and are re-used
throughout xCIL grammar. The XML tag names have been
made simpler. Physical characteristics of a person (height,
weight, etc) have also been included. The Person ID Number
details have been removed as idividual group and it is now a 
subset of ID Card details.

The documentation has been completely re-written for structure.
