[ciq] xCRL now supports "Account" information

CIQ TC

I have enclosed xCRL DTD and xCRL Schema along with updated documentation
of the specs. xCRL now supports account information. For example, in a
supplier-client
type relationship, the relationship is via "Account" information that the
supplier sets up
about its client. xCRL has now been extended to support this information.
xCRL does not
support other information like, "Products", or "Services" yet.

Please review the specs.
