[ciq] xCIL and xCRL as Committee Specifications

I hope you would have reviewed the latest versions of xCIL and xCRL Specs.
I want to go to the next stage, ie., approving these specs. as committee
specs.
As you are aware, xNAL has already been approved as committee specs.

To approve these specs. as committee specs. we need to go through a voting
process.
May I suggest that we vote on this at the conference call this friday?

I am waiting for David Webber to come up with some stuff needed for the
conference
call by today. Once it is avaliable, I will post the agenda tomorrow
(thursday for you guys).
