CIQ TC

In our last conference call meeting (held on 12 July 2002), we jointly
agreed that it is time to move
the xCIL and xCRL specifications from working draft to CIQ TC committee
specifications.
This will enable the community to implement the specs. that are committee
specs
with confidence rather than taking on a working draft for implementation.

xNAL is already a committee specification.

I expect all the CIQ TC members to vote without fail.
