It should really demonstrate the value of the LI-XML work and OASIS, and serve as the first deliverable. The original attempt to take on everything but the kitchen sink in parallel was overwhelming and not working. I've attached the latest stable project description as well as the great reply of Ram Kumar and the assistance of the CIQ TC. As you can see, we can gain enormous leverage from the work CIQ has done. There are also bits and pieces from a few other TCs that can be imported. About the only thing we'll need to add are data elements unique to communications data retention systems. What's particularly nice about the CIQ work is its built-in accommodation of worldwide requirements, as well as substantial global participation. If fully implemented, the LI-XML integrated subscriber production request specification could save communication service providers hundreds of millions a year, and law enforcement agencies millions of hours a year in time spend re-entering subscriber and call record data. I would like to proceed in two steps. The first is to work with Ram and the subscriber management collection system vendors in a small drafting group to get a draft spec developed. Some liaison with other TC chairs seems appropriate - perhaps John can handle that. We can then introduce it within LI-XML committee and full vet the draft to gain approval and adoption.
