Hi Ram,
  I'm not sure if you are the correct person for this question.  If not, my appologies.

  We are looking at the V3.0 CIQ standard for a CDI project running at CIGNA.  We found that attributeFormDefault is set to qualified.  Some of our existing XML does not use qualified attribute names ( e.g., it assumes the default).  When we import your spec, we get ambiguous name space resolution.

While we are looking at changing our interface schemas, that takes time.  In the meantime, I was looking at the option of altering the CIQ schemas to set attributeFormDefault back the the default value.  (Deadline pressure, and all that stuff..)

I couldn't see any structure that would force setting the default to qualified. Is there a reason that attributeFormDefault is set to qualified? It is preference, or to avoid problems in a planned extension?
