Progress with CIQ

Hi all,

 

I have been working pretty hard to get the codelist version of CIQ going. Had many hiccups.

Have managed to build codelist version for xNL and xAL. Working on xPIL. Once it is done

(pretty soon), I will create documentation and will circulate the package for your comments.
