Mary,

I believe you don't quite understand our usage and thus your guidance is incorrect. It was used to facilitate the process but was not required for participation. We have had many members not on the internet participate on the call. Also, the members that signed on the call were verified orally on the TC call.

Section 2.10 of the OASIS process states:

TC Meetings

TC meetings must be properly called and scheduled in advance using the OASIS electronic collaborative tools. Meetings scheduled or conducted in such a manner as to exclude the participation of any Member is subject to appeal. Meetings may be conducted face-to-face or via telephone conference or other electronic media that allow participation of all Members of the TC. In order to enable the openness of TC proceedings, meetings should be scheduled and conducted so as to permit the presence of as many TC Observers as is logistically feasible. Meeting minutes must be recorded and published to the TC’s general email list and referenced on the TC web page.

Without a quorum present discussions may take place but no business may be conducted; those present may act as a "Committee of the Whole" as defined in Robert’s Rules of Order Newly Revised, and make a report to the entire TC. Attendance must be recorded in the meeting minutes. Meetings without quorum shall still count towards attendance for purposes of Members gaining, maintaining, or losing voting rights.

Please note 'or other electronic media that allow participation of all Members of the TC'. I believe Etherpad would be 'other electronic media' and was useful to the TC and gave us more time for the actual business of the TC. Our use of Etherpad also did not violate section 2.8 as all minutes was filed in Kavi. If there is another section in http://www.oasis-open.org/committees/process.php#procedure that is applicable please provide a link.

We are going to look for substitutes for etherpad to help the process which might be resorting to chat/irc like some of the other TCs have used in the past. I don't believe chat/irc is provided by OASIS either.

If my understanding is incorrect, let's set up a call and discuss.

Thanks Al - obviously we can't assume that everyone is online during a call so anything that requires online access isn't acceptable; it would also mean that people could sign in but not really be on the call ... not sure how that speeds up the process. It's not something provided by OASIS not has OASIS given permission for its use. Please refrain from its use going forward.
