A subcommittee is actually intended to be nothing other than an informal workgroup; it has grown to become more but our rules still require any decisions/approvals/etc to be conducted at the TC level. A subcommittee would basically provide a sub-mailing list visible to the entire TC but only those participating would actually receive the messages directly.
