Minor question:  Was it your intention that the cmis:tags property of cmis:taggable be not required?   That leads to three ways of expressing that an item does not have a tag:  [a] it does not have the cmis:taggable secondary type [b] it has the cmis:taggable secondary type but cmis:tags=not set [c]  it has the cmis:taggable secondary type but cmis:tags[0]='' where as if it is required with a default of cmis:tags[0]='' there are only two ways.
