Is it an important use case to have a standard way to answer a tag cloud for the repo with all the counts?  

Is it an important use case to have a way to rename a tag across the entire repo?  Sometimes you discover uses of a tag vary over time because they grew organically but it would be useful to consolidate (organize) the tags using a rename (e.g. 'test', 'qa', 'QA', 'Test' ---> 'Test') without touching a lot of documents

It would be useful to list the use cases we intend to support with tags and their relative importance to provide guidance on the best approach.
