TC Vitality Check - Re-chartering the CLR TC

According to the new TC Process (https://www.oasis-open.org/policies-guidelines/tc-process-2017-05-26/#tcVitality) we need to update our charter.

IPR Mode unchanged: RF under limited terms

 - Ken and Andrea have drafted a charter to post for the committee review
 - informal decision this week to request TC Administration to review the
   draft charter for completeness and their comments, not (yet) a vote to
   accept the charter

 - Andrea acclaimed as new chair when the committee is revitalized

Regarding ISO standardization, there exists an ISO/IEC specification of the semantics of code lists
 - ISO/IEC 15944-10 IT-enabled coded domains as semantic components in
   business transactions

 - perhaps justify genericode to ISO/IEC JTC 1 as a PAS submission of an
   FSV implementation of the BOV concepts in Part 10?
 - please note some observations from Ken:

   - Ken has begun populating the repository with legacy items and new
     contributions from him
   - Jim C. asked to review UML diagrams and propose modifications or
     additions of new diagrams - can anyone else help in this task?
   - Ken has added a lot of documentation regarding the GitHub publishing
     - based on feedback from Jim C., Ken is looking at adding a simplified
       layer on top of the existing arcane (but working) functionality to
       make it easier for a committee (but more challenging for Ken to write
       and maintain!)
