[conformance] Draft Conformance Requirements document v0.4

Hello All

Attached is an updated version of the Conformance Requirements document,
including many of the comments from the last (dec 13) meeting.  As
we discussed, the document will be circulated to the OASIS TC chairs for
a 30day review and comment.   I plan to send them the document
next wed or thur (jan 9, 10). 

So.  Now is your chance to review the document and provide comments,
suggest changes, add new text and examples (*see action items below) -
before it goes to a broader audience.  You will also have a chance
to comment on the document during the 30day review period. 

ACTION ITEMs
· Lisa example from ebXML Registry and
POSIX
· Aiden use of “implementation” in
profiles/levels. 
· David M XSLT examples
· Aidan - suggestions for contents of a
conformance clause. 
· Aidan - draft conformance
responsibilities and maintaining conformance
