Sorry for my late response. 
I am on the road and having difficulty to send/receive emails.

Could you please add/modify Use Cases and Requirements
of the i18n document? I think it is particulary important to 
share concrete examples/use cases where "
it's all UTF 8 so we're covered" is not enough.

I agree...  I have added some inital language to the patterning spec to
hopefully deal w/ this..  CybOX is a bit special in that some aspects,
like translation don't apply, as they are dealing w/ the facts...  You
don't want the file name, translated..

As for collation, IMO, adding functions to handle this is probably the
best long term solution, but I don't think should be part of the MVP...
The issue w/ collation is that every language/region is different, so
the pattern would have to explicitly specify which collation to use...
