Motion to approve STIX and TAXII as Candidate OASIS Stanards

CTI TC,

The TC has now received the required minimum number of Statements of Use to move forward. We would encourage other TC Members to continue to submit these Statements of Use so they can be included in the final OASIS Membership Ballot which will take place in the May/June timeframe. But as of right now, we can move forward.  

As such, I move that the TC authorize the TC Leadership to request the OASIS Admin to open a ballot to approve STIX 2.1 CS02 and TAXII 2.1 CS01 as candidate OASIS Standards and also open the required 60-day public review for both STIX 2.1 CS02 and TAXII 2.1 CS01.
