Subject: [DITA 1.3 Review #2] Use a seperate attribute to specify the keyscope to address a key inside a key scope?
Reference spec page:
http://docs.oasis-open.org/dita/dita/v1.3/cos01/part3-all-inclusive/archSpec/base/example-scoped-key-references.html
Description: An idea is to specify the keyscope of a key reference in a separate attribute (for example the @keyscope attribute or a new attribute @keyrefscope). This may avoid issues with existing keys when migrating to DITA 1.3 and make it more explicit
what is that keyscope. Ymte Westra
