    <part href="safety/intro.dita">
    <appendix href="safety/requirements1.dita">...</appendix>

    ...
    </part>
     
    Context: We are deciding whether to migrate from structured FrameMaker (~50 writers, ~200 books). Some of our larger FrameMaker books organize appendixes this way. This DITA enhancement would be timely.
