Chris, the error that you correctly identified is in an HTML file
for version 1.0 of the specification. As Chet mentioned,
we do not make updates to the specification after it is released,
unless we issue an errata.
Unless you are deliberately using DITA version 1.0, you'll want
to look at the specification for the most recent DITA version. The
most recent version is DITA
1.3, Errata 02, published 19 June 2018.

Note that because the specification is published now on the OASIS library, we do not directly make corrections to that content. Once published, we consider the specifications fixed and immutable. Typically a TC will take feedback like this and address it in an update.Â
