Subject: Groups - Issue 12007: Indirect Reference / Key Reference (IssueNumber1207v8b.html) uploaded

Version 8b (there is no version 8a) updates section 22a of the Indirect
Reference / Key Reference proposal (issue 12007) to describe the use of
@linking="none". This matches the use of @linking in the integrated
glossary/acronym proposal.

This version includes the minor changes made in version 8 to:
(i) remove ambiguities,
(ii) make the use of some terms and phrases more consistent,
(iii) clarify how relative URIs in key definitions are resolved, and
(iv) clarify the behavior when a key reference creates a new link.
