Just realized this wouldn't be quite so simple as there is connecting wording and punctuation associated with each item. Doh! My instinct is that the reltable approach is the most elegant and sustainable, in part because it could be used for documentation of any DITA specialization without the need to explicitly write or generate contains and contained-by sections in the current style. But it would require a bit more work to implement the rendering. But that processing would also serve as a useful example of how to extend reltable processing, which is something I think the community needs.
