Only if you say that pointers are not rewritten as part of the conref process. But IDs *must* be rewritten in this case, in order to avoid exactly this conflict. In the case of an xref *within* the conreffed bit, there's no ambiguity because the reference and its target *as authored* are both conrefed, so a conref processor can reliably rewrite both the original ID and the reference to it to ensure they are unique in the using context.
