<anchorref> in <relcell>

I believe that <anchorref> must behave like <topicgroup> wrt linking
generated for <relcell>. Is that true? 

A <relcell> element in a relationship table can contain <topicref> and
any of the convenience elements specialized from it.

With <mapref> or <topicsetref>, the generated link points to the
beginning of the document defined by the map or submap. 

With <topicgroup>, each topic in the set is linked. SFAIK the spec
doesn't say one way or the other for <anchorref>
