I don't see any issue with adding them later. They would not be considered normative content correct? If they are non-normative, the TC could just note them as added if going to a vote for CS with Non-Material Changes.

If someone wanted to build from the DITA source that we will ship for our three packages, they will need information about conditional processing -- that is, what to include or exclude.

We can include this information in a readme for each of source ZIP files.

Do these readme files need to be in place before the public review draft, or can we add them later?
