I'm not sure I'm understanding the request, since the catalogs you point
to
seem to be an SGML idea rather than an XML idea.

But it looks like you should be able to plug in an EntityResolver which
understands how to talk to your catalog system, and thereby get the
right
results.

If someone wanted to write an EntityResolver which handled this type of
catalog, and submit that to the Xerces effort, this would probably be a
Good Thing for the community.
