It depends.  I've gone back and played with lots of different options
in jadetex.dtx, in both JadeTex 3.3 and 3.5.  I've included my summary
below.  I have a fairly small SGML document and stylesheet that I've
used to generate the test results.

- Blank Page After Titl 
  A blank page is placed after the title page to ensure that the next
  sequence starts on a right-hand page.

- Blank Page After Copy
  A blank page is placed after the copyright page to ensure that the
  next sequence starts on a right-hand page.

- Blank Page After Part 
  A blank page is placed after the part page page to ensure that the
  next sequence starts on a right-hand page.

- Blank Page After Chap
  A blank page is placed at the end of the chapter to ensure that the
  next sequence starts on a right-hand page.

- Footer 
  Right hand pages have right hand footers and right hand headers and
  left hand pages have left hand footers and left hand headers.

  All Right - All pages have right hand footers, regardless of whether
  they are right hand pages. 

  Right/Left - Right hand pages have right hand footers, and left hand
  pages have left hand footers.

- Page 
  Whether page numbering restarts with each sequence.

  Continuous - Numbered straight through from 1 to n.

  Restarts - Restarts page number with title, part, chapter, chapter
