It should work if you put the enviroment variable
SGML_CATALOG_FILES="\somepath\openjade\catalog;\somepath\docbook-xxx\Docbook.cat"

"catalog" is in the wher openjade in installed, and "docbook.cat" is where
you have the docbook dtd.
