DOCBOOK-APPS: EBNF and HTML links

We are using Docbook's EBNF module to document our in-house 4GL and 
producing HTML using the 1.50.0 XSL stylesheets. It all works, except that 
the links from <nonterminal> elements don't generate the correct hyperlinks.

1)	Within a chunk, the href attribute of a generated <a/> element needs a '#'

2)	Between chunks, the href attribute also needs the name of the chunk.


Is this a known problem?

If not, where should I look to provide a fix?
