(my view), XSLT 2.0 is approaching stable.
I'm sure there will be many comments on the recent WD, but 
far less than previous ones.
The result may well be changes, but my guess is that
XSLT 2 is probably 80% or 90% there.
I may be wrong, but I'd bet my 2 cents on it being usable.
