* formal.xsl: Fixed dbfo keep-together PI for tables.

Hi All,

I have been banging my head against the wall using FOP 0.20.5 (maybe a 
bug, but I doubt it), trying to implement a keep-together instruction 
in a table.  I simply want to remove all the huge blank space between 
"rows" as the table spans several pages, and push the whole thing 
together, with the appropriate header on each page.

I have tried everything I came across (p.459 & 90 of the DocBook XSL 
book, modifying the table.properties attribute set : keep-together, 
keep-with-next, keep-together-within-column,....., and  PI's such as 
<row><?dbfo keep-together="always [and auto]" ?>, the PI at the table 
level, the row level, both...), and all the archive tricks, but no 
luck!

Software : XML 4.4CR2, XSL 1.67.2
