Error messages? You probably just need to add the XML declaration
somewhere in /usr/share/sgml/misc/sgmltools/python/SGMLtools.py.

You use a completely different toolchain, so you will have to learn
again a lot of things.

I work mostly on Debian "sarge" 3.1 (but also on FreeBSD where most of
the same stuff works).

I use nxml-mode to edit (under Emacs) my XML files.

I use xsltproc (from libxml2) to translate Docbook/XML to HTML.

I use jade + jadetex (the same tools used by sgmltools) to translate
Docbook/XML to PDF.
