There is no general solution in the stylesheets for this because you have to
put this special fo:block at the end of the flow of the last page-sequence
in the document.  But this depends on which element generates the last
page-sequence in a document, and that varies from document to document.  If
it is an index, then you need to customize the template for the index.  If
it is a glossary, then you need to customize it for glossary.  If it is an
appendix, then the customization needs to determine which appendix is the
last one.  Do you have a consistent last element in your document?
