Hi Stefan, I had to do something like that for a client. I don't think it is possible if you just use a break-before="page" instruction on section. The page header is part of the static content, and is tied to the page-sequence in terms of "first", "odd", etc. So I customized the stylesheets to put each top-level section in its own page-sequence, so that I could customize the header.content template for $sequence = 'first' for such section page-sequences. There were quite a few details: a new page-master for such sections, customizing templates named initial.page.number, force.page.count, customizing the chapter and appendix templates to exclude section from its page-sequence as well as trigger processing of sections in their own page-sequence (after the chapter sequence is closed), and customizing section to make a new page-sequence (by calling the utility template named page.sequence).
