Changing the VERSION file to VERSION.xsl

In reference to tracker id 2039122 [1], is there any reason _not_ to
change VERSION to VERSION.xsl? If not, I'll take a shot at making the
change. Grepping through the source tree, I find many instances of the
string VERSION but only a few appear to be references to the file.
