The discussion regarding Norm's proposed solution to issue #153 has favored the addition of a new meta element for info.

Norm's meta element implementation is in PR #155:   https://github.com/docbook/docbook/pull/155

I move we accept the new meta element.  Scott can second my motion and vote, and other TC members please vote.  I vote yes.
