I'd be inclined myself to make jref:ref insert <xref linkend="..."/>
and simply point to the appropriate bibliography entry. That gives the
stylesheet more flexibility in presentation.

Ack! That'll never fly. You should generate a proper <bibliography>,
IMHO.
