Yep. Single quotes:

 <!ENTITY bsd '<systemitem class="osname">BSD</systemitem>'>

or

 <!ENTITY bsd "<systemitem class='osname'>BSD</systemitem>">

And if you really needed both kinds, &apos; and &quot; are ' and "
respectively

It's reallly a matter of what HTML browsers understand, not the SG/XML
sources.
