Announce: DocBook NG: The "Mezcal" Release

Hi all,

I produced a new NG release a couple of days ago. Mostly just internal
stuff, but it does now attempt to support XInclude. That is, you can
use XInclude in "all the reasonable places" and the schema will
validate your authoring files. Note that you will also have to
validate the document after XInclude expansion if you really want to
know if its valid or not.
