Core - Requestor Identity & SAML NameIdentifier

Can I suggest that the NameType used in requestorIdentity etc and defined in
2.3 is aligned with the SAML name identifier so that the same name format
identifiers can be used in SAML and DSS.

section 2.4.2.2 and 7.3.

I suggest that:
a) 2.3 is changed to be SAML:NameIdentifierType with reference SAML 2.4.2.2
and 7.3 for the type definition and the name format identifiers.

b) Where dss:NameType is used to replace this with saml:NameIdentifierType

c) SAML is added to references in 1.2 & 9.1.
