I agree implementations are an important factor in standardisation.

 

However, without some stability in the specification it is difficult to commit to an implementation.   We need to consider implementation isues for the latter stages of standardisation but first of all we have to produced a stable (but not fixed in stone) draft which implementations can use.

What is being done about actual implementations and interop. I would like to see some interop before taking the specification forward to committee draft as its hard to vote on a specification w/o some real world experience (good, bad and ugly).
