On you options, I wouldn't so much word it as ...

c) ability to verify multiple signatures in a single call ...

But rather ...

C) ability to Verify multiple signatures should they appear in a single
InputDocument (XMLDSIG) or Signature (PKCS7)


The rationale being, the caller clearly wants these artifacts looked at
holistically and that is why they are constructed that way. I agree with you
that the support for the former wording would open up a lot more issues, and
that is not my intention.
