Layna moved, Lars (?) seconded, and the minutes for December 8 were
accepted without objection.

Dale first considered administrative issues. The TC decided not to meet
on December 22, and had previously decided not to meet December 29. So
the next meeting will be January 5, 2004.

Next Dale reviewed the options for the face to face. After some
discussion, it was decided that a Kavi ballot would be created to decide
whether to meet in Scottsdale, AZ Bellevue, Wash or Santa Clara, CA on
February 4 to 6. 

The @name, @nameId attribute and GUID, GUIDREF datatype issue was next
reviewed. Dale will post a summary proposal describing the rationale and
conventions, and the residual open questions. The GUID and GUIDREF
datatype values are used in the @nameId attributes so that collisions
will be avoided when including BPSS information items within a BPSS
instance. Basically, the GUID values SHOULD be used within GUIDREF
references to establish relations between elements. Depending on the
resolution of JJ DuBray's reusability case for reference by @name
values, the values of the @name attribute MAY be used for reference.
If these values conflict on the item pointed to, the BPSS instance will
be invalid.

The Role issue was deferred until next year, and in the remainder of the
meeting, the TC discussed Lars' proposal to allow dynamic timeToPerform
values. 

Dale mentioned that options for "dynamic" values were a bit limited. 
Design documents such as BPSS instances could indicate a dynamic range,
as could configuration documents such as CPAs, but to allow
perConversation or perMessage dynamic values might require the
cooperation of ebMS. Lars indicated that perConversation was really what
he wanted. [Added later: It might also be investigated by the Standard
Business Header initiative, also know as Generic Header, an ATG group.]

Anders suggested that a session initiation message (possibly a new
signal), might be used to set up dynamic parameters for a specific
conversation. WS Coordination techniques could also be used. Finally,
business processes could always define an initial business transaction
devoted to setting up the timeToPerform value with a document defining
the proposal and acceptance or rejection of values.

Sally proposed that the list would be a good place to move the
discussion forward, and the TC agreed to take this on as an action item.

The meeting adjourned with holiday greetings extended to all.
