**Meeting Minutes 15 December 2003
We accepted minutes. It was determined after the meeting that we had not actually achieved quorum. Therefore, we must bring the formal acceptance of the minutes for 15 Dec 2003 up at the next meeting where quorum is achieved.

**F2F 4-6 February 2004
There was a tie vote on both Kavi ballots. Therefore, we decided to take a scientific approach and flip a coin to determine the F2F location. The choice was the Sun facilities at Santa Clara, CA.

**Issue 41 Name and NameID: Dale Moberg
Moberg: Presented a review of his publishes summary.

A definition is not provided for how to construct the GUID that is used - local
names, concatentated names, etc.  This could help simplify the specification. The name is good for reusability.  Need to have more specifics on the previous pre-1.1 release discussions on resuability to further discuss this.

There had been a question from Kenji Nagahashi regarding the GUID construction.

Webber: Motion for acceptance of Moberg proposal with the caveat that further information may amend or augment Principle 2 and 3.

Abrell: There are TTP aspects at runtime and design time.  Investigating various options such as an element in Standard Business Document Header (SBDH) called ExpectedResponseDateTime that is correlation information in the Business Scope (related to the business document).
Need to establish service source of the value of the timeToPerform dynamically.
Moberg: Establish CPA context. Is this not timing related to the side of the document to be processed?
Abrell: No, the time of delivery is not related to the document size and processing.
Moberg: Could not this value be calculated? You could agree to the timeToPerform in the CPA.
Abrell: This may not be the right option.
Webber: From a business view, the context mechanism could show the variance.
Tell: A web service could be invoked to establish the value. However, the other party should be capable of accepting.  Parties must agree on this change in the timeToPerform.
Martin: Several mechanisms could be used to establish the value: web service, CAM, design time defined value, CPA agreement, use of SBDH element, etc. We may need to allow a choice for what mechanism is preferred.
Moberg: In such circumstances, we need to get agreement and coordination dynamically.
Martin: Does this lend itself to allow or disallow dynamism and impact to specific elements in the BPSS?
Webber: Is this out of scope of BPSS and more appropriate in CPPA? You can't change XML instance on the fly and point to a different URL for a CPA.  Use of CAM?
Martin: Put suggestions to the list.

Tell: The approach needed to be object-oriented. It must also handle protocol exceptions. Very few values should be changed in an ad hoc manner.

Brooks was unavailable so this discussion was deferred.

Kulvantunyou: Is the BPSS instance context specific?
Moberg: Context-independent.
Kulvantunyou: But it is tied to business documents.
Martin: Is it the logical business document.
Webber: However, often the XML tag points to an XSD that implies a physical not a logical relationship.
Moberg: The CPA can handle the logical to physical encoding.
Kulvantunyou: I will put my questions to the list.
