[ebxml-cppa-negot] conference call time change

There has been a request to change the conference call time to Wedneday, 2
pm US Eastern time.

If the consensus favors the change, it will take place for the November 6
call.

Please post agreement or disagreement before the October 16 call so we will
know what time tell the conferencing service when we book the November
calls.
