We have briefly discussed the question of negotiation of items having to be
in a particular order because negotiation of one item may depend on the
results of negotiating some prior item or items.

I have attached a short discussion of this subject. Please review and
reply.

Since this is completely new subject matter, I am adding this topic to my
futures document.
