[ebxml-cppa-negot] draft specification

I have placed the October 17 version of the draft specification on the
negotiation web site (documents page).  The zip file includes both the PDF
and the Word document.  Please reference comments to the line numbers in
the PDF.

It is essential that this document receive a lot more scrutiny than it has
had to date.  The specification cannot reflect a real consensus unless more
people review and comment on it.

I have also moved the requirements document to the documents page and
cleaned up other anomalies in the display of the list of documents.
