Jamie, I'm not sure that the problem you pose is relevant to the CPA. In July, 2001, no one is likely to have a collection of legacy CPA DTDs that can't be migrated. I believe that at this time, the only question is whether the would-be adopter is willing to spring for a Schema-based parser. The fact that the CPP and CPA use Schema doesn't affect the use of DTDs for business documents. The name of a DTD can be used as the document type. You might not want to bail on those people right away. In spite of the superiority and inevitability of schema, I'm not sure the upgrade path looks easy to them.
