Re: reliable messaging overview, commented

Here are a few comments on MWS overview on reliability, in form of a
conversation thread in his doc, that we want to share with all.
Overall,  this RM overview is probably the most comprehensive I saw so far.
It raises some questions, and it looks like RM needs more work,
both at MS and CPA levels.
